can it be done?

i was wondering if it is possible to make it where the new hairs that get made for the game could be done where every npc would have a different hair from the new hairs that the modders make with out an npc editor also can a pubic hair mod be done that would add a slider to the body section, where you can choose the type color, shape, and fullness ? and one other thing how about new lips as well and hand im sick of seeing man hands on the ladies and unsexy lips.
