OBSE not installed?

Yes it is. I even have the load order correct after reading over 70 threads. As soon as I put the load order correctly I launch the game and I get spammed with OBSE NOT INSTALLED, YOU DIDN'T READ THE RULES.

Game breaking spam. I hardly have anything installed.
