i was wondering how do you get the handcuff off when they get put on you by force in skyrim by devious devices and it was done by the silver hand and there is no quest

Generic deious devices can either be opened with generic keys or forced open.

 

If you didn't change the options in the Integration menu, you will have a very hard time force-opening the devices, even if your relevant skills are really high.

 

To get the keys, enter the College of Winterhold, go to the Arcaneum, pick up the key to forbidden shelf from the librarian's desk, find the forbidden shelf and read the book there - you can now craft keys at any forge, just don't let the librarian catch you snooping around or he'll make your situation much, much worse.

 

Alternatively, two mods can help you get keys:

 

Devious Devices - For the Masses spawns all kinds of devious gear on all kinds of NPCs, so just install it and keep killing bandits until you find some keys.

 

Captured Dreams Shop may sell you keys, but it's not exactly easy - look for notes scattered across the shop and you'll know who to talk to.
