PCEAr and NPCs

I was using PC Exclusive Armor path 2.0 for a while and everything was working mostly fine, but a good number of NPCs had custom clothes so I decided to downgrade to 1.4.1 because that supposedly fixed that problem. Only I immediately started having CTDs on running the game, not even getting to the menu. One clean install later, and I've run into the same issue. Everything was running fine until I did the BSA work for PCEAr. Whether PCEAr is active or not, I still get a CTD on load. TESVEdit says there's no conflicts. Can anyone help? 

 

UPDATE: The game crashes whenever it loads into an area with other NPCs. I can start a new game (with Alternate Start) and Spawn in a Home, but if I load a save with other NPCs around, or go to an area with NPCs in it, it crashes. 

 

UPDATE 2: Using Racemenu, I've discovered that it is the default races that are causing the crashes. I can cerate a new default race character, but I get a CTD when I unequip body armor, which lead me to believe that it's a skeleton issue. I just don't know where I need to put the skeletons with all the mods. 

 

UPDATE 3: So I fixed it by replacing every instance of skeletons i could find with the XM32 Extended. I'm still having the same issue with NPCs wearing custom clothes though. Not a big deal, as the game is back to actually working now, but still a nuisance. If anyone can solve that, I would be greatly appreciative.
