Hi i noticed that after i quit skyrim i get skse/plugins/hdtlogs and meshes/cache in my overwrite folder just like to know if these are safe to delete

Those are both completely safe to delete, yes.

The meshes/cache folder comes from RaceMenu, I think, and the latest version doesn't generate those any more. So if you update RaceMenu you shouldn't see that again.
