celebrity faces and custom faces on NPCs

In oblivion they have a follower system called CM Followers. After its release tons of mods came out with celebrity faces, Jessica Alba, Angelina Jolie, Samuel MotherF#%#ing Jackson, and other celebs. My question is, has a system been made for Skyrim that allows for transferring of picture data to head meshes to create custom celebrities?

Nope, no system like that has been created but people still manage to recreate celebrity faces, there just aren't that many.
