do i need to install directx 9.0c if i have directx 11?

finally re-installing oblivion before that was playing on a laptop now installing on a pc!

i cant remember what i did last time i installed its been so long 

 

video card: geforce gtx 770(if that helps) i have directx 11

For Oblivion? Absolutely! DX11 only has limited support for DX9, you'll see this when you install DX9c which is what's recommended.

im not a huge pc gamer only have skyrim and oblivion, checked google and im trying to understand how this works.....

 

so when i install directx 9c (from game disc) it just adds files to directx 11?  so it wouldnt downgrade me to dx9c and i still have dx11?

Those that require or otherwise benefit from DX9, will then be able to use it. Any games that use higher versions of DX will use those; there is no negative affects on modern games as they will point to and access the newer versions of DX.
