Whiping does not work

So i have Prison overhaul,SD+ and all their requirements(Including ZAZ pack) but the NPCs that are supposed to whip the player just stand there with nothing in their hand. and "help whip" in console brings up no WEAP entries 

 

 

also i have to say this is a semi-fresh install of skyrim i have 170 mods but the install is only 3 days old

Try removing animation mods that alters one-handed weapon animations.

For example, when I had the same problem, removing New Animation for 1 Handed Weapon by xp32 solved it.
