The file is no longer accessible with no explanation as to why

Am wondering if there's another link or if there's a reason as to why the link was hidden?

I think this is what you're referring to. The directory setup of this is to give vanilla Khajiit the Dagi-raht textures but if you want to change the Dagi-Raht textures just copy the files to the Dagi-raht's texture folder.
