TTW causes infinite hanging on startup

So I posted my problem on the TTW forums, but no luck. Hoping this place can provide some answers. I've recently reinstalled Fallout and when trying to run it, causes infinite hanging. I've made sure it isn't any conflicting mods and isolated the problem to PointLookout.esm. I've tried re-installing TTW, but continue to experience the same problem with PointLookout.esm.
