decal lifetime

I'm a bit confused at the moment.  I'm trying to locate the skyrim.ini folder to change the duration for whip marks.  I've found both the preferences ini and the skyrim ini and I cannot find the "fDecalLifetime=X" line anywhere.  The whip marks and battle blood still show in the game so it must be making the reference somewhere.  Anyone else have this problem?  Any solutions?

In Skyrim.ini Add/Edit:

[Display]
fDecalLifetime=256.000

 

In SkyrimPrefs.ini Add/Edit:

[Display]
iMaxDecalsPerFrame=350
[Decals]
bDecalsOnSkinnedGeometry=1

 

If it isn't there, add it yourself.
