Basic Dialogue Mod For All Animations

First of all, I'd like to say thank you to all of the people that contibuted to the framework and other mods on this website.

 

I was wondering if there was a mod that allows you to simply start animations with dialogue with any NPC. This basic function is already available in the framework mod, but it requires opening menus and isn't exactly streamlined.

 

Is there a mod that does this? If not can someone point me to the resources and documentation I would need to create something like this myself.

I am pretty sure that they do have, except for creatures that is.
