Playimpacteffect() Woes

Bit of a long shot, but hoping somebody's toyed with this function and has some advice.

I've figured out that this function only works well with actors.  It absolutely depends on the target object being extremely close (touching, really) to the desired impact surface.  If it isn't, most of the time you get no effect - even if the function's bool returns "success".  Occasionally you'll get an enlarged, transparent version of the desired effect. (?)  Either way, useless.  I need to have the effect play at an arbitrary location on the ground, which does not have an actor conveniently sitting around.

I've gotten downright tricky in my attempts to circumvent this limitation, even to the point of spawning in a chicken to help out (since it's an actor).  Nothing has worked well.  I'm at my wit's end.  Anyone care to take a crack at it?
