How to change the textures of the characters and more?

After looking as some mods were done,I was thinking about body textures change for the characters

 

I use one texture for all the characters (NPC or PC) but there is one mod without esm or esp that affect every peoples in skyrim it seem,each race having their own folder in the textures folder,and each race having is own weighted map

 

 

If I duplicate the texture for the body in the corresponding racial folder,Skyrim will go looking from them here automaticaly?making the NPC wear the racial texture of my choice?

 

How to apply that so each character wear its own textures?

 

and Lastly,but it is not the least thing,Do I am totally misguided and thinking totally wrong?

Your understanding seems to be right, at the moment all races use the same body texture.

We'll have to wait for the ConstructionKit to make a mod that will define each race' skin differently.
