Can't Adjust Hotkeys?

So, I got framework 1.54 installed and I tested all the other plug-ins on different saves, they work so that's not the problem

 

However, when I load up, sometimes one of the actors is waaaayyy misaligned. I figure "okay, I'll just manually realign then and see if it works"

 

Problem is when I go to hotkeys, it says everything, and I mean EVERYTHING is bound to Esc. When I go try to change them, they just stay on Esc

 

The only two that seem to be okay are "advance animation" and "change animation" everything else I just can't adjust
