Help modding sexlab

Im new to modding in general, and have little programming experience.

Reading through the Notepad++, it looked like [sslactorlibrary line 20] controls the list of what is and isnt an acceptable target for sexlab.

How do I modify this line to add or remove targets from it?

Im working at a mod similar to LotR, and want to use Elin for hobbits, so I want them off the list, and would like to add a few creatures to the list.
