Display foreign characters in Oblivion

Does anyone know how to make it possible for the English version of Oblivion to display foreign characters properly? Mostly Chinese characters, since I have lots of Chinese mods, and all of them are displayed as scrambled code without the right encoding. I've already tried the "obcn_12416.dll" but that does not work, it's not the right encoding. I think it might need UTF-8 encoding, not sure.
