I believe that armor set for NPCs is mash up pieces. So if you are trying to make it 1 whole piece I believe you'll need to do it in Blender and then set the properties in nifskope. Or you can wear it as mash up by just setting the textures correctly in Nifskope and including the armor in your plugin with a different EditorID. Just make sure you do everything according to his mod when you set what piece goes where in the armor window of GECK. If that power armor has some other type of amor beneath it, more than likely the armor beneath is set to BodyAddon1, BodyAddon2 or BodyAddon3 since it's probably a shirt and shorts or something similar like that, that doesn't have any shoes or boots since the power armor pretty much covers the legs and feet. It could all be once piece. I know there are mash ups in there so I assume most of the gear would be.

 

Jonas did a tutorial how to do this that's up on Nexus.

 

From experience since I use a handful of izumiko's armors in my armor collection mod. He uses a lot of standard textures from the vanilla sets. So you'll have to dig through those files as well, which will have you extracting the BSA - FNV textures. I had this installed in my last Fallout New Vegas, and I will install it again after I finish a mod for FNV. So, I can't really tell atm if my assumptions are right.  I have been interested in seeing what I could hand pick to use from it.
