Custom races cannont use vanilla+DLC armor

I'm having trouble with 2 of my custom races not equiping Vanilla+DLC armors. I can use custom armors, but regular armors don't show up (nude, not a floating head). I am using a 7b body and custom armor replacer (I manually installed the 7b body, head, and hands DDS into the race's standalone meshes).

 

Is this a load order problem? I have another custom race that works fine.
