Recurring CTD during game

I had started running into some scripting issues when installing the Devious Devices set of mods and eventually had to uninstall and reinstalling everything just to make sure. However it seems to crash regularly whenever the game was generating NPC's in newer areas such as Imperial Camps or going even visiting the docks at Solitude.  At first I thought it was an SOS issue since it would spam Papyrus with trying to add schlongs to rabbits and seagulls, but even after disabling "Generate nearby NPC schlongs" it would still crash.

I've also been noticing the Papyrus logs keep mentioning an RNPC periodic update check, but I can't seem to figure out what it means or why it's there, and google has turned up nothing to answer me.
