missing or bad water splash textures

 Greetings. I am having a problem with my water splashes and waterfalls looking realllly bad. Also on some of the smaller streams or waterfalls there seem to be missing graphics. The only mods i am using that I can think of that affect water are "Pure Waters" and "SkyFalls and SkyMills"

 

 Has anyone else seen this? is there a fix or maybe another mod that I need to get?

I even tried changing the load order but no changes. the few topics on this I have found online were not helpful.
