Surgeon chair/Power armor gag

For some reason, using either the surgeon chair or power armor causes my character to be unable to speak, insead making kft gag sounds/having no voice. Any idea what might be causing this?

It happened to me too during When Freedom Calls at Museum of Freedom. After PA exit only gag moans and impossibility to interact with Preston Carvey or any other npc. I don't use PA in my playthroughs or surgeon chairs so I don't know if it's a singular problem or a global bug. I couldn't find what was the culprit, no restraints/gag worn in inventory, visual appearance or player.inv (worn). Also no layers blocking player controls (DumpInputEnableLayers or diel). I had no choice but skipping PA equip in order to complete mission.
