no sex wall signs dont seem to be working

I have created a brothel as a small business with the latest version of ww and nwp 

 

I have a lounge area that i intended to be a waiting area/ bar and 6 bedroom, a toilet block and a staffroom

 

In the lounge,toilet and staff room I have placed no sex in room signs and in the bedrooms i have placed the new prostitute signs 

 

everytime my prostitutes solicit sex i get the cannot find place to have sex issue or they just start having sex in the lounge or toilets

 

the small business rooms are set as public apart from the staff room which is set to employees

 

I have tried removing signs and replacing them but nothing seems to be working

I also set up a small business as a brothel, and instead of relying on signs, I used Nisa's uni-directional prostitution door lock just like in strip clubs. Worked like a charm.
