Can't be killed by enemies [SOLVED]

So I've run into the same issue as this guy: 

 

 

 

I can still be killed by console, environmental damage (vehicle explosion) or from my own weapon (FatMan etc.) but enemy action does this to me.  

 

I thought it might be related to AAF Violate and the surrender system but I changed settings and disabled the mod entirely (via MCM) but it still happens.  Plus the guy in this video doesn't list Violate in his mod list, nor does he list CRX, which had also given me an invincibility bug but I was able to clear that.

I thought it might be the Brawl Bug Fix but disabling that didn't make the problem go away.  

I'd already tried changing the settings in Violate:

 

Essential Player - Off

Player Can be Violated - Off

God Mode (when in surrender state) - Off

I've used the console to ensure my character isn't set to essential or ghost,

Suddenly I wondered if I'd accidentally used some bondage furniture after freeing a captive (Commonwealth Captives) and this applied a protected status to my player character.  Protected status allows only the player character to kill them, which tracks when you consider I was able to kill myself but others could not so it was possible that this was causing the glitch in the video I linked.  

It turns out there's no way to use the console to remove this status so I disabled the Captives mod and found a Super Mutant Suicider, let it nuke me and I can report that it worked and I was killed without the glitch.  After reload I turned the mod back on and changed the setting back to apply protected status to captives but now I can still be killed by enemy action (Suicider again) so it seems turning Commonwealth Captives off cleared the protected status on my character.
