Water effect reset/disappear during camera angle change

Probably just nitpicking since it's FO4, but I got a bit scared when I was walking in water and there was no water effect. 

After testing a bit I realized it's still there, but if I move my camera angle while swimming or walking normally

the effect suddenly disappears which you can imagine being "immersion breaking." 

 

I use Reactor ENB and Clean water of the commonwealth by the way.

Check to see if it's depth related. Kind of like when you swim at a certain depth and the water disappears. You seem to be at a deeper depth in the second pic.
