I’ve been looking for it too. Unfortunately, the others are paid mods created by FrancisLouis on Patreon. Also, it seems this creator has updated the original Zoe and Lily mods.

There's one on nexus that replaces the Syndicate thugs (not the heavy gunners though) with naked/scantily clad ladies

Zetter3D is working on a mod for certain humans, starting with farmers and Traders at least, but other humans are kinda spread out, mostly syndicate females on Nexus, some for the starting area Pal Tamers (Nexus), and a nude Zoey mod in T-Box's server that I know of so far (not paywalled).

 

I think R345OT is also working on a naked human mod as well, but I'm not 100% sure if his expands outwards like that. He has a thread here about it.
