No one is attacking me anymore

Hey All!

 

I ran into this and am not sure what to do. All of the enemies in the game have decided I am not a threat and will not attack me. If I hit them enough times they will turn hostile, but they will just stand there and take 2-3 shots before doing something about it. This is not a single faction, but seems to be all of them including Guards. 

 

I believe the issue is Convenient Horses Mod since this did not happen until I acquired Frost and did the starter training quests for it. I have tried all of the Google suggestions so far (tcai, tai, animation reset, hard save, and the setaggression console command). 

 

Any thoughts on what to do?
