[Question] Flame Atronach Idle for Human Skeleton

Is it possible for a human NPC, using the latest x32 skeleton to be able to use the Flame Atronach idle, Similar to the yousei follower?

 

Also is there a way to restrict this idle to just that NPC?

 

Trying to create a winged NPC that still basically uses human skeleton and behaviors, but can do the flame attronach floating/twirl idle.
