EffectShader unlimited duration? (Or a way to accomplish this?)

As part of one of the mods I'm attempting to put together, I need to be able to apply an EffectShader to a target NPC in pretty much the same capacity as is accomplished by the Enhanced Blood mod or the Sexlab framework, ie as a texture which applies to the body.  But I need it to be permanent, and to apply regardless of the living / nonliving state of the NPC.

 

Since documentation on the Creation Kit, Papyrus, and everything having to do with modding Skyrim essentially boils down to praying Google digs something up, and I have drawn a blank, I'm hoping the experts here will be able to suggest something, or point out what variable needs to be ticked.  Even if it's something simple, when it's undocumented it's the same as impossible.
