Tom Peeping doesn't appear even when using a cheat code

Hello,

For a while now, I’ve noticed that Tom Peeping no longer appears, even though I haven’t changed my WW settings. He doesn’t appear at all anymore, even when I use the code “ww.spawn_peeping_sim”. It simply tells me that it has failed.
He has the voyeurism trait. I’ve even set the spawn rate to the maximum, but nothing works…

Could someone please tell me what I need to do to make him reappear?
