Mod making help

I've done similar personal mods for Skyrim with success, but I'm missing a crucial step for FO4 and have no idea what it is. 

 

Looking at the base game files and similar mods with headwear, there are 2 meshes, the base, and one named faceBones, I've made both and done the thing, only problem is I can not figure out what the faceBone versions of the meshes are for. They're just... there... taking up space...

 

Anyway, if someone could help get these masks working and not floating around like a broken tiddy mod that would be awesome.

 

I got 3 masks put into the game, with an extra grey one using the faceBones version the head (the one that floats around) The base meshes don't conform to the facial features at all unless the face sliders are all neutral, which is another problem I'm trying to figure out, they work in OutfitStudio but not in game for some reason.
