Yes Skyrim have Steamworks, you need a steam account and the game fully downloaded or installed, after this point you can go to the offline mode if you want, the online mode its just friends comunitty and SteamCloud "Screenshots,savegames etc" no DRM

SKSE(script extender) requires steam community to be enabled, but you should be able to use offline mode anyway.
