CBPC collision not working for specific creature type (working with others)

Problem: Horse not reacting with CBPC collision but IS reacting with HDT collision.

 

Other creatures react with both just fine. 

 

Removed all creature mods besides MNC and ABC and problem persists

 

Reinstalled ABC and problem persists

 

I dont expect a SOLUTION here persay but does anyone know what TYPES of mods I should be checking? At this point it feels like I have disabled everything that would interract with ABC etc yet the problem persists.

 

Also I used to not have any issues and oddly enough I did not notice when it broke. I disabled ALL mods added since I knew it to be working and yet somehow that did not fix the problem.

1. The RACE and form id of the horse that doesn't have collisions.
2. The meshes the horse is currently wearing, including its naked skin mesh (defined in the RACE).
3. The mod that is providing CBPC collisions to all other creatures, except for the horse.
