It's possible to change the sex role of a male Sims using the sex interaction settings of Wicked Whims. To achieve what you want, it will be also necessary to change the sex role of the female Sim, but to enable her to have lesbian sex, you may also need to change his sex role to the previous one. I definitely can be done, but may not be the easiest thing to do.

Is there any way that you could make it so that this can be selected from as a vagina as well? I already put this on my female sims and it works great, but since they have both I'd love it if I could "add feminine bottom" and use this as well. I think it would just be allowing it in other catagories right? like it wouldn't have to change anything except how it's flagged? idk I'm not an expert, sorry if this is annoying. There are certain animations that would work with this, but it won't allow me to use those because I have "penis" selected instead of "vagina"

The meshes can be added to the vagina category, but it is not really necessary. What you want to do can be achieved by changing the role of your sim or the gender recognition with the WW settings. With them, your female sim, even with a penis, should be recognized only as a female.
