Apparently the user who uploaded the screenshot is called Witchy, but there is no info about them and the link in the credits leads to a dead link, so they might not be active.

99% sure Witchy is a false lead here - he's a great modder, but I don't remember him ever making shoes. The outfit seems very familiar, though... something from ELLE, maybe? 

Edit: the outfit is, indeed, ELLE Maid, but the shoes are from somewhere else - the search continues. A note, though: the lace-y part around the ankles is not, in fact, part of the shoes but part of the outfit, so the shoes are probably just average platform sandals.
