ZAP Helper Addon 8.0+ Extension

Hi,
I have a problem with locking. 
Every time when I lock eighteenth NPC (Spell or by talking) seventeenth NPC stands up, dialog options show that lock is still in place. 
When I travel somewhere and return to an area where NPCs are locked, the 18th NPC takes place on the 17th, and 17th stands next to it.
If I continue locking more NPCs, the 27th NPC goes free after locking. 
Here is my loading order, any ideas?
