Is there a way to keep needs low?

First time (original) poster here. This might be a weird question, but is there any way to keep a Sim's needs permanently low? I have a big watersports kink that I've been fulfilling via Wicked Whims, but it would be even better if I could just set a Sim's bladder need to never go above something like -75 so I could more easily make them piss whenever I want. I've found that I can do that easily with vampire Sims, but I'd like to do so with regular humans too, if possible.
