SOS won't add a schlong to some male npcs

Basically, some male actors do not have a schlong and only have default underwear from SOS on during sex. If I manually give them a schlong it works fine. I inspected one of them and this what I got.

What does the Papyrus log have to say about the first time you encountered this actor?

 

If there's nothing obvious there, then I'd add debug printing to SOS_ActorMagicEffect_Script to see where its going wrong. There seems to be lots of places here where it can bail out, and there doesn't appear to be sufficient debug printing built-in.
