Can't appoint new Councilors

I've only started having this issue when i started modding the game, no matter if they die I fire them or anything else I can't get appoint new ones. I don't know if its a mod or the load order I have it in.

 

Which leads me to my second question, is this order correct?

 

My mod list is a follows in this order

CBO Unofficial

Physical Attributes

Better Barbershop

Carnilitas Love Reimagined

Carnalitas Prostitution Remastered

Carnalitas Slavery Remastered

Carnalitas Dei Detenetized

There was a bug related to Physical Attributes, it modifies a file that if not up to date, it causes this issue.

Use PA Unofficial from CBO Unofficial download section, tho havent updated it yet.
