I was wondering if their is any mod that allows for my character to be leashed and made to follow npcs

Not one that actually works.

It has been attempted.  First, no visible leash attached to both NPC and PC has been made that works.  The bone mechanics in Skyrim used to simulate real world physics are just not suited to a two-moving objects connection.  Also, if the leashing is set up to disable player control and move the PC via script it's easy to get stuck when you can't anticipate every possible scenario.

Devious Framework for LE used leashing which worked like an e-fence and had a visible mini-cloud that tried to simulate a physical leash.  Player control was not disabled, but if the player got too far from the control NPC they were flung though the air (often dragged on the ground) and "ragdolled" with sometimes catastrophic results like ending up stuck in a static object or wedged into an inescapable spot.

Sanguine's Debauchery does not use a visible leash but more a roleplay version where sometimes player control is disabled and the PC is forced to walk behind the control NPC to some local destination like a cage or bondage furniture where player control is then restored.  While enslaved there is a limit to how far away from the master the PC can be without triggering some consequence.  This is probably the closest mod to what you want that actually works.  You just have to pretend there is a leash.

Submissive Lola has an event where the PC must closely follow an NPC around town.  It's up to you to stick close to them.

Prison Overhaul has a Parade event where the PC moves slowly stumbling around town while NPCs cluster around whipping them.

If you want your character to wear a leash Caernavon's Cosplay Pack has a couple collar and leash sets with SMP physics.  Or the Invicta Lingere mod has a quite nice separate collar and leash with SMP physics.
