Get just the base game on steam, get all the mods you want on the workshop, and then impose your cracked version of the game on the base game files and click "replace all." Any action steam does that messes with the files of the game (like updates or downloading more mods) then it'll revoke your DLCs and you need to re-replace all your files. It's a bitch and a headache doing this but effectively you can get steam mods this way and have all the DLCs after all is said and done.
