Hope Somebody here can help me i search a mod with Devious devices where a quest NPC is bound in the Helgen Dungeon 
and i think there was a shop with this mod in Morthal

Pretty certain you are looking for Deviously Cursed Loot as that has an NPC named Chole locked up in the Helgen Dungeon.

However, the shop (Dollmaker's) is located in Riften and not Morthal.
