SoS Help - NPC Undies still on

Hi,

 

Ive started a fresh install with the following load order but the undies for NPCs seem to be permanently on. I have no problems for the character. SKSE, SkyUI and SoS are all in the latest version. (Schlongify NPC option is also enabled). is there anything ive done wrong?
