question AI Tool to make animated idle animations from anime pics?

Not sure if there is a better forum or subforum for this, so i just thought I ask:

 

I am looking for any tool to make loop idle animations (like for example in gacha games or Dragons Crown, where they breath/sway/have ADHD restless leg syndrome and bouncing boobs or in 2D fighting games) out of anime pictures.

Anyone got an idea?

I figure since video is pretty new (or rather newly accessible to the masses), what I'm looking for might be a step below that and more likely to be available or maybe it's not even an AI tool, but some other tool offering a similar effect?
