Yes, the crashlog says so, but then came the sentence with the "cc" and as I know that Creation Club content (if this was meant with "cc") can make problems on a downgraded FO4 I asked. The specs of the computer are not very high, so that it could be the case that it cannot handle FO4 with a ton of mods. Especially texture mods. So possibly it might the best way to wipe off FO4 from the computer completely. That means uninstall and afterwards delete everything related to FO4 = the entire FO4 game folder, the FO4 folder under ...\Documents\My Games and the plugins.txt. Afterwards make a clean new install without the high-res pack. Set your graphic settings and start a new game without any (especially without any "skip intro" and main menu replacers) mods. Play until you leave Vault 111, make a save and begin modding. At best with F4SE and Address Library. As soon as you use F4SE dependent mods the game must be started through the f4se_launcher.exe in the main game folder. This can be done through a mod manager or manually. I don't use Vortex, so I can't say anything to it. My choice for FO4 is still NMM. But this is a matter of taste. 1

And @greg100 - remove this one from modlist [07] DLCUltraHighResolution.esm. You can easily download texture pack like this one - https://www.nexusmods.com/fallout4/mods/65720. Default HighRes pack is not very friendly with lot of mods and it's too heavy. And about mod manager - I highly recommend switch to Mod Manager 2. I think that it's easier and more transparent. You will have two panes - left side your mods (which can/must/need to be organised in logical load order) and right pane will be plugins (.esm, .esp and esl.). Don't take it personal but it looks like that you are very beginner in modding and I would like to say than MO2 manager will make your life easier. In the early beginning I tried Vortex and I throw it out after 1 hour. As I said - change your mod manager and then start to download mods. Exit the Vault and download base (F4SE plugins like Buffout, Fallout patch, Address library etc), then download texture pack/-s for game...Add block by block and don't forget to check mods in game. I'm not talking about F4SE plugins - I'm talking about mods which changing the game, like quests, personal character looks (skin, hair, eyes etc), AAF mods/animations/, gamplay changing mods...Don't hurry! Take your time and mod with patience...In another case you wil get the same shit with crashes/errors/flickering textures/etc... found the file= RobCo Patcher - NG - ALPHA

Yep, there are written about crashes So - read carefuly descriptions of mods and try to avoid those which are unstable. You can test if, of course. If I'm trying something new, then I testing it. And in future don't add to many mods at a time. 2 -3 mods max. If the mod is heavy and pretty much changes gameplay, install it with requirements and test it!
