Potentially, random attribute dist broken?

I have the latest Sims4 and WW (184i) as of Jul 10 

bought/instralled the Fairy dlc

 

I created default attribute dist for all sims (selecting all but servo), with a few at 100% for attributes, and several at 8% or so.
I also did a random dist similarly, in iterations (so, 100% of 3 traits to all sims; 20% of sims getting 1 of 2 attributes etc.) The messages claim it's applying traits to sims. However, it is not uncommon for me to find sims that 
1/don't have traits including the ones marked to be 100%

2/suspiciously don't have any traits other than the 100% ones (yeah I know; statistics, rng...but, barring a statistical surprise, I really should have run into **some** by now).
