Camera improvements? Need decay?

I'm looking for a camera mod that allows me to lock on and zoom into the sims faces.  I have some tweaks from another mod that prevents the camera from bouncing around and allows me to place it towards the floor if desired but when it comes to locking on and following the heads of sims its severely lacking. I don't know if I am just not typing in the proper key strokes but I'd be surprised if there's nothing out there. Again - lock on to head > follow > closer zoom.

 

I am also looking for a mod that disables specific decays globally. Specifically energy. It doesn't have to be global just on the lot.
