BA 2 back grader tools

So I understand there are two BA2 backgrader tool.

 

This one seems ot be the simple one?

What I am tryin to accomplish for a couple of mods is to make them properly playable on my .163 game version.

 

But it the how to videos I see on the net, seem to talk about how to downgrade to .163 not how to actually use this file.

Anyone have a good link with explanations?
