Trying to find an specific npc mod

Hi,

 I'm trying to find an NPC mod that I used to have installed that adds more NPCs and minor quests to Skyrim. Beyond that, all I can remember is a quest where you get a letter from a Thane of Whiterun asking you to help defend one of the watch towers from bandits called the "Tundra Raiders" (I think). Might not be much to go on, but any help would be appreciated.

The Whiterun Defence quest is most likely the one added by Capital Whiterun Expansion after you become thane, but Immersive World Encounters also has such types of capital city defence quests against raids.
