How much better would this game be if you could get your street looking like it did in the pre-nuked intro to the game. Green lawns and neighbours in polka dot dresses, and then if you walk too far in any direction, sure, it's back to this awful reality.

These people have been here how many hundreds of years and they don't remove the crap from the lawn?

Materials and the Equipment to make as well as distribute those materials to the settlement.

Weaving machines to make the material for Polka dot dresses are dependent on cotton, polyester, wool or other materials to complete the stock fabric. 

Asphalt or Concrete requires Lime, Sand & Aggregate, requiring lots of big machines in a quarry working to supply the batch plant to mix the stock into the desired product, then delivery & Installation by a trained crew.

Besides... How funny it would look if it were Pre War, not attainable or retainable as every raider would want to come there, kill everyone there, and take a crap in the pretty, clean street.

There are multiple mods that let players "scrap everything" in settlement areas, but they all have minor issues (mostly the one I see is accidentally scrapping an entire road section because my mouse moved left by one pixel).

 

[Scrap Everything] and [Scrap That Misc] are the two I've got installed, pile of leaves? scrap it. dead tree trunk? scrap it. all the useless shit in the Red Rocket garage? SCRAP IT.
